Lt Col Othman bin Jailani received his early education at Sekolah Kebangsaan Seri Binjai, Tongkang Pecah, Batu Pahat, Johor. He continued for his high school at Sekolah Menengah Rendah Tongkang Pechah and Sekolah Dato’ Bentara Luar. Then, he did his Matriculation Programme at Sekolah Alam Shah, Kuala Lumpur. He holds a Bachelor Science (Hons) in Nuclear Science from Universiti Kebangsaan Malaysia and Master Science in Guidance and Counseling from Universiti Putra Malaysia. He started his carrier at Universiti Putra Malaysia in 1987 as a science teacher then as a lecturer at Faculty of Education Studies in 2001. In 2006, he was appointed as one of UPM senior officer and given responsibility as Security Director. He was actively involved in research and consultancy works, both nationally and internationally in the area of guidance and counseling especially in school and carrier counseling. He also involved in consultation and community services at national and international level in the area of Guidance and Counseling. He is actively involved in voluntary activities including the Territorial Reserve Army, Parent Teacher Associations and other community services.
